Job Summary: Kalman & Company's Business Analytics team is seeking motivated, experienced professionals to join our growing team of cost analysts serving Federal and DoD .clients. As part of our team, you'll provide our Government clients with strategic programming, planning, and advisory support services. This opportunity will require someone with general knowledge of Federal Acquisition regulations and processes, including familiarity with the FAR, DFARS, and DoDI 5000 series. The salary range for this opportunity is $90K/year- $100K/year. The salary offered will depend upon the qualifications held. This position will be onsite, located at Fort Meade, MD Duties/Responsibilities:
- Provide acquisition expertise to support planning, execution and documentation of acquisition lifecycle activities
- Develop, review and maintain procurement documentation, such as:
- Performance Work Statements
- Market Research Reports
- Clinger-Cohen Act documentation
- Cost estimates and lifecycle analyses
- Documentation required under DoDI 5000 series or DISA guidance
- Support creation and updates of procurement and solicitation packages for hardware/software based on Government direction
- Ensure acquisition documents comply with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DISA Acquisition Regulation Supplement, and DISA Procurement Directorate / DITCO policies
- Support DISA's strategic acquisition goals across current and future program increments
- Advise on and support:
- Technology Refresh and Insertion
- Affordability Analysis
- Analyses of Alternatives
- Investment constraints
- Cost Estimating and Reporting
- Ensure acquisition support enhances enterprise infrastructure effectiveness in both combat and cyber environments
- Work Collaboratively with Government stakeholders, Program Managers and Financial Managers to align documentation with mission requirements
- Interpret and apply OMB, DoD, and DISA policy directives to procurement strategy and execution
- Access and work daily with TS/SCI document to perform IT network-related acquisition tasks
Required Skills/Abilities:
- US citizenship is required.
- An Active TS/SCI clearance.
- Bachelor's degree in a related field
- Minimum of 5 years' experience supporting acquisitions for defense, intelligence, or civil agency programs
- General knowledge of Federal Acquisition regulations and processes, including familiarity with the FAR, DFARS, and DoDI 5000 series
- Experience preparing and supporting development of basic acquisition documentation (e.g., PWSs, Statements of Objectives, market research summaries or cost estimates)
- Ability to review, edit and organize acquisition packages under Government guidance
- Strong understanding of procurement lifecycle phases including requirements gathering, solicitation preparation, and contract execution support
- Familiarity with DISA, DoD IT procurement environments or large-scale federal IT projects
- Ability to interpret and apply policy guidance from OMB, DOD or agency-specific acquisition supplements
- Comfortable working in a classified environment and handling sensitive documentation
- Strong organizational skills with attention to detail, especially in tracking document versions and coordinating with cross-functional stakeholders
- Excellent written and verbal communications skills; able to clearly summarize technical or regulatory content for acquisition documents
- Capable of working independently and collaboratively in a fast-paced, mission-driven setting
- Proficient in MS Office tools (e.g., Word, Excel, PowerPoint); familiarity with SharePoint, Teams or DoD systems (e.g., IPAS) is a plus
- Willingness to learn and adapt to evolving DoD acquisition policies and DISA-specific procurement practices
