SUMMARY OF DUTIES:

The Lead Project Controls Specialist will play a pivotal role in the success of the Northeast Bridge Team portfolio on mega projects including the Connecticut River Bridge, Livingston Avenue Bridge, Pelham Bay Bridge, Dock Bridge, as well as other future projects. Individuals in this role will act as a Master Scheduler for a project and develop project schedules, dashboards, cost, and resource performance reports, to enable efficient and effective project delivery. This individual is responsible for using existing enterprise tools, systems and work processes to drive effective planning and control within an integrated project scheduling system for a specific project. The successful candidate will help support the execution of challenging, signature bridge projects through both design and construction. This candidate shall deliver safe, on-time, cost-effective and high-quality projects for Amtrak.

ESSENTIAL FUNCTIONS:



  • Work with construction managers, project director, and other project controllers' teams to develop integrated master schedule for project using standard tool
  • Develop processes and templates to enable timely project delivery across all elements of the program.
  • Collect ongoing performance data as input to schedule progress such as installed quantities, expended labor and other progress measurement data.
  • Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and performance reporting.
  • Develop reporting mechanisms, dashboards, presentations, and portfolio performance indicators to enable strong program management and executive level decision support.
  • Develop and maintain automated project controls tools and workflows.
  • Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
  • Decision rights responsibility for all activities detailed above, while gathering input from relevant parties (e.g., Contract Management Specialist, Construction Managers) and receiving approval from Project Director on any areas impacting project work.



MINIMUM QUALIFICATIONS:



  • Bachelor's degree in engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field or equivalent combination of training education and relevant experience may be considered in lieu of a degree.
  • Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting)
  • Experienced SharePoint, MSPS, Power BI/Access and Primavera/P6 user
  • Strong focus on collaboration, team building, and customer service
  • Effectiveness working diplomatically across teams with varying objectives.
  • Strong oral and written communication skills across all levels
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information
  • Experience with Project Controls management relating to cost, scheduling, and estimating at a project level.



PREFERRED QUALIFICATIONS:



  • 6-9 years of relevant experience preferred
  • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
  • Six Sigma Green Belt
  • PMP-SP or RMP* Transportation industry experience


WORK ENVIRONMENT:



  • Onsite in Connecticut, New Jersey or New York
  • Ability to work under pressure.
  • Occasional travel as needed up to 25%.

  • Must have excellent oral and written communication skills.



The salary/hourly range is $94,300-$122,256, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
