Organizational Unit Overview |
The Department of Parking and Transportation Services is an auxiliary service of East Carolina University. The department is within the Division of Administration and Finance and reports to the Associate Vice Chancellor for Campus Safety and Auxiliary Services. The department is responsible for the registration and identification of all vehicles operated by staff, faculty, students, and visitors who utilize University Parking facilities. The department is also responsible for enforcement of the
ECU Parking and Traffic Ordinance, and for the collection of parking fines incurred when violations of the regulations occur. This represents the issuance of approximately 30,000 parking citations per year, registration and identification of 30,000 vehicles, and collection and accounting for $3.8 million in fees and fines. The department is responsible for the maintenance of all campus parking facilities, parking equipment, and vehicles under their jurisdiction. This includes approximately 12,000 parking spaces and over 1,200 parking meters representing the Main and Medical campuses. Other responsibilities of the department include administering the University Central Motor Pool, and parking for all special events held on campus during normal business hours. The Department of Parking and Transportation Services functions as a first contact visitor center for individuals visiting the campus. Information is provided to these individuals regarding locations of buildings, departments, and offices, and appropriate parking locations. University maps which are developed by Parking and Transportation Services are provided. |
Job Duties |
Vehicle Registration and Permit Management: The position is responsible for registering motor vehicles for staff, faculty, students, and visitors using the
AIMS and Banner systems. This includes verifying vehicle ownership or lease details (e.g., vehicles must be owned or leased by the applicant or an immediate family member) from the Vehicle Registration Application and determining eligibility for appropriate zone parking permits. Virtual permits are assigned and linked to license plates via
AIMS and
PARCS systems. The position processes payments (cash, check, MasterCard, Visa, or payroll deduction for faculty/staff), issues receipts with parking and traffic information, and maintains a daily inventory of permits in
AIMS. When permit stock is low, the position coordinates with Accounts Payable to requisition additional permits from Printing and Graphics. The role also involves responding to inquiries about permit types, parking zones, and registration processes via email, phone, or in-person interactions, ensuring clear communication with customers.
Parking Fine Collection and Appeals Processing: The position collects parking fines daily from customers in person, via U.S. or campus mail, or through online payment portals integrated with
AIMS and Banner systems. Fines owed are determined by querying
AIMS, with transactions processed and receipts issued to customers in person or via mail. The position reviews and processes parking citation appeals submitted within 10 business days, following ECU's parking ordinance guidelines and coordinating with the appeals committee. Appeal decisions are communicated to customers via email, ensuring clarity and professionalism, and
AIMS records are updated with outcomes. The position ensures accurate accounting of fines and fees, reconciling transactions with university revenue deposit procedures in Banner. The role handles escalated customer interactions with professionalism, addressing complaints or disputes related to fines or appeals.
Administrative Support and Email Communication: The position manages email communications with students, faculty, staff, and visitors regarding parking policies, permit statuses, fine payments, and appeal processes, ensuring timely and professional responses. It prepares and distributes informational materials via email, such as parking regulation updates, event parking instructions, and permit renewal reminders. The position monitors and responds to radio traffic from parking enforcement officers and transportation drivers, logging attendance and status updates in
AIMS. It provides directions to campus parking areas and buildings, recommending appropriate parking options, and assists with special event parking coordination, including football games, by providing accurate information on permits and tailgating options.
File and Record Management: The position prepares, accesses, and manages files for the Department of Parking and Transportation Services, including Internal Audit Logs, Vehicle Registration, Permit Replacement Forms, and Daily End-of-Day Deposit records. Records are updated in
AIMS and Banner, with vehicle information verified against the NC
DMV database to link vehicles to students, faculty, or staff. The position maintains accurate logs of malfunctioning meters or equipment, reporting issues to appropriate personnel. It ensures compliance with university policies by securely storing and organizing sensitive financial and personal data.
Office Equipment Operation and System Oversight: The position proficiently operates office equipment, including copiers, fax machines, calculators, computers, and MasterCard/Visa credit card processors, as well as commercial software such as
AIMS, Banner,
PARCS, Microsoft Word, Excel, and Outlook. The position monitors
PARCS system alerts for gate malfunctions, license plate recognition (
LPR) issues, or payment station errors, reporting problems to technical staff. It verifies permit access history in
AIMS to troubleshoot equipment failures or unauthorized access attempts and assists customers with payment issues at visitor parking stations, providing guidance on
PARCS-integrated equipment. The position coordinates with Parking and Transportation Services to ensure equipment maintenance aligns with operational needs. |
