Exempt Job Summary
SUMMARY: Responsible for the coordination of emergency planning and operational resiliency functions. Develop training documentation. Organizes training efforts and exercises across multiple internal business segments and outside agencies. Prepare technical and cost proposals. Promotes ideation of resiliency projects to promote preparedness objectives. Serves as a Subject Matter Expert on emergency preparedness and operational resiliency projects. Develop programs that build operational resiliency and enable the return to operational normalcy as soon as practical after an emergency or disaster to meet regulatory requirements. Advises the Senior Leadership Team (SLT) on program initiatives to promote emergency preparedness and resiliency best practices in cross-departmental efforts. ESSENTIAL JOB FUNCTIONS: Develops, administers, and coordinates all emergency planning activities, including, but not limited to, the Emergency Response Plan and Continuity of Operations Plan. Coordinates efforts with Louisville Emergency Management for the enhancement of the Public Works Emergency Support Function (ESF-3). Develops, conducts, and aligns Threat and Hazard Identification and Risk Assessment (THIRA) at Louisville Water facilities in compliance with U.S. Department of Homeland Security and U.S. Environmental Protection Agency guidance. Develops and maintains standard operating procedures (SOPs) and corrective action plans related to the findings contained in the THIRA. Oversees emergency tabletop exercise program development in accordance with U.S. Department of Homeland Security Exercise and Evaluation Program (HSEEP) for mitigation and disaster recovery scenarios identified in the THIRA. Develops training related to emergency preparedness and operational resiliency in accordance with U.S. DHS's Response Training Identification and Preparedness Planning (RTIPP) Standard. Develops the multi-year schedule for Emergency Preparedness and Operational Resiliency training for the organization. Establishes an annual plan for conducting emergency tabletop exercises and facilitates exercises, coordinating across multiple business segments and outside agencies. Establish guidelines based on THIRA findings to support engineering and operations departments to ensure infrastructure planning efforts and policies are aligned. Participates in state and nationally recognized Emergency Preparedness & Operational Resiliency Workgroups such as the KY Association of Mitigation Managers, Water ISAC, and AWWA. Serves as Louisville Water's National Incident Management System (NIMS) Incident Command System (ICS) Planning Section Chief in an emergency or disaster. Develops Incident Action Plans, Incident Briefing Documents, and After-Action Reports for all disasters and emergencies. Develops grant proposals for funding or technical services related to mitigation planning, emergency exercises, and other emergency and resiliency functions. Aligns capital budgets with outside funding pursuits such as grants and community partnership development. Advises regionalization initiatives and long-term infrastructure planning projects to promote emergency preparedness and operational resiliency best practices. WORKING CONDITIONS: Generally, work 40 hours a week in both office and field environments. Requires occasional visits to remote sites and other locations in all weather conditions and during all hours. Work done in the office is mostly sedentary, using a computer for most hours worked. Site visits often require standing and walking on varying surfaces/terrains, at times in adverse weather conditions. MINIMUM QUALIFICATIONS: Bachelor's Degree in Emergency Management, or a related field; and five (5) years of related experience in critical infrastructure protection and emergency/disaster preparedness in the critical infrastructure sector; an equivalent combination of education and experience may be substituted; and Must currently have or obtain National Incident Management System (NIMS) Incident Command System (ICS) 400 certification within 18 months of employment; and Must currently have or obtain Threat and Hazard Identification and Risk Assessment (THIRA) and Homeland Security Exercise and Evaluation Program (HSEEP) within 18 months of employment; and a valid driver's license.
