JOB SUMMARY:

The Environmental Health and Safety (EHS) Manager is responsible for managing, implementing, and operating the Environmental Health & Safety programs for Pendleton Woolen Mills' manufacturing facilities located in Washougal, Washington, and Pendleton, Oregon, as well as the Columbia Wool warehouse facility in Portland, Oregon. The EHS Manager provides leadership and technical expertise at all levels of Pendleton Woolen Mills to deliver a culture of zero harm, reduce operational risks, and protect fixed assets. Key goals within this role include inspecting work areas to identify unsafe or unhealthy working conditions, planning and directing EHS activities, and maintaining compliance with applicable local, state, and federal EHS rules and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Safety & Health

  • Coordinates and manages the planning, development, implementation, and administration of occupational safety & health programs, policies, and procedures.
  • Acts as a liaison between the facilities and applicable external organizations and governmental agencies.
  • Coordinates the investigation of safety-related issues and employee injuries, and assists with the development and implementation of effective corrective action.
  • Supervises and conducts comprehensive inspections, studies, and on-site surveys for evaluation and correction of SH&E hazards.
  • Develops, coordinates, and conducts occupational safety and health education, training programs, and safety committee meetings in accordance with Pendleton policies as well as OSHA standards.
  • Is responsible for the annual development/revision, publishing, and training of staff on each facility's Emergency Response Plan

Environmental

  • Coordinates and manages environmental compliance programs and projects.
  • Acts as the primary contact for regulatory agencies and other interested parties.
  • Coordinates and manages environmental training programs and associated training records.
  • Maintains environmental records.
  • Monitors progress of environmental improvements and pollution prevention programs, evaluates operational effectiveness, and ensures compliance with environmental regulations.
  • Assists in development of spill prevention programs, recommends corrective action in event of hazardous spill, and serves as the plant emergency coordinator.
  • Prepares and maintains records to document activities, recommend action, provide reference material, and prepare technical reports.

Human Resources

  • Manage Workers' Compensation claims for facility in Washougal, Washington.
  • Assist in development, implementation, and management of Return to Work program.
  • May handle employee relations issues and coach leaders/teams to handle these issues effectively in support of HR Department.
  • Supports and may provide guidance to management and employees concerning human resources programs, practices, policies, and procedures.
  • Assist in monitoring, reviewing, and managing substance abuse program effectiveness and efficiency.

QUALIFICATIONS:

Knowledge, Skills, and Abilities

  • Strong analytical and problem-solving skills.
  • Knowledge of local, state, and federal regulations with experience in development, implementation, and management of safety, health & environmental programs.
  • Good written and verbal communication.
  • Ability to instill a positive safety culture through change management strategies.
  • Strong leadership, presentation, and training skills.
  • Capable of working collaboratively in teams and independently.
  • Excellent computer skills and familiarity with Microsoft Office.
  • High level organizational skills, with the ability to meet deadlines.
  • Ability and desire to learn textile mill operations and apply SH&E principles, techniques, and practices.

Experience/Education

  • A bachelor's degree in occupational safety and health, industrial hygiene, chemical or environmental engineering, or related discipline required
  • A graduate degree in occupational safety and health, industrial hygiene, chemical or environmental engineering, or related discipline preferred
  • Minimum of 5 years occupational safety and health experience required
  • Manufacturing experience preferred
  • HAZWOPER, OSHA 40-hr, HAZMAT, CPR/AED certifications preferred
  • Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH) preferred

WORK ENVIRONMENT:

  • Regularly required to sit, stand, walk, bend, and move about a manufacturing facility.
  • Occupational exposure may require the use of appropriate personal protective equipment.
  • Ability to work a flexible schedule occasionally, including being on call for emergencies.
  • Ability to travel up to 20% of the time.
