Description

Job Overview:

The Contract Closeout Specialist is responsible for supporting the final administrative actions required to close out completed contracts. This includes reviewing contract files for completeness, ensuring compliance with Federal Acquisition Regulation (FAR) and Service Supplements, and coordinating with internal and external stakeholders to resolve outstanding issues. The role plays a vital part in maintaining audit-ready documentation and supporting overall procurement lifecycle integrity.

Support Hours: Applicant shall be available during core work hours as established the Government customer.

Essential Duties & Responsibilities:

  • Review and analyze contract documentation to determine closeout eligibility in accordance with FAR, DFARS, and agency-specific regulations.
  • Coordinate with Contracting Officers, Program Managers, Finance, and vendors to ensure all deliverables have been received, invoices paid, and no outstanding obligations remain.
  • Prepare and process closeout packages, including final contract modifications, deobligations, and other supporting documentation.
  • Track and monitor contract closeout status using contract management systems and Excel logs.
  • Research and resolve discrepancies or open items such as unpaid invoices, missing documentation, or incomplete property disposition.
  • Ensure all closeout documentation is archived and audit-ready in accordance with agency records management policy.

Requirements

Minimum Requirements/Education:

  • Bachelor's Degree in Business, Management, or a related discipline OR an Associate's degree plus 8 years of additional work experience.
  • At least eight (8) years of experience in acquisition and life cycle management; and a minimum of two (2) years of specialized experience supporting the DoD or other federal agency in contract administration or procurement, with a focus on contract closeout.
  • In-depth knowledge of federal law and associated regulations that are applicable to federal contract administration requirements outlined in the FAR, DFAR, JTR, FTR, etc.
  • Demonstrated experience managing or supporting the closeout phase of contracts as part of the full acquisition lifecycle.
  • Understanding of contract types (e.g., Firm-Fixed-Price, Cost-Reimbursement, Time-and-Materials) and their closeout requirements.
  • In-depth knowledge of management processes and tracking of federal contract financial data to include commitments, obligations, expenditures, contract cost analysis, federal budgeting and funding processes, contract close-out, de-obligations and prior year funding requests.
  • Strong organizational skills with keen attention to detail and accuracy.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook); experience with contract management systems.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple tasks and deadlines in a fast-paced environment.
