HJF is seeking a Senior International Accounting Manager has overall responsibility for implementing the accounting, accounting controls and related procedures of the Henry M. Jackson Foundation (HJF) international headquarters and field office functions, as well as the subsidiaries HJFMRI, and HJFMRI, Ltd. Serves as the functional coordinator of the general ledger processes that are key to the financial and grants management systems and plays a major role in upgrades and enhancements to the automated financial system. Additionally, directs the preparation of financial statements and coordinate annual audit preparation.

This position will be in support of International Accounting Department.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Oversee international accounting and analyst team in monthly and annual close and financial reporting process including both general ledger and statutory accounting requirements; maintain general ledger in accordance with generally accepted accounting principles and other applicable funding or international regulations.
  • Ensure that the overseas locations are adequately prepared for consolidated headquarter audits and statutory audits in country of operation. Complete tax and other governmental forms required by the overseas locations. Coordinate with professional firms engaged to review the overseas operation.
  • Provide leadership and direction to the international procure to pay operations team, including Procurement, Accounts Payable and Expense, ensuring operational excellence, efficiency and optimization of procure to pay process.
  • Lead international payroll operations, achieving high levels of accuracy and ensuring compliance with applicable regulations.
  • Develop and implement accounting and procurement policies and procedures, including details of financial accounting system processes and procedures.
  • Improves the financial statement preparation process by maximizing use of the financial accounting system and its reporting tools.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Bachelor's Degree in Accounting or Finance is required. Master's Degree or professional license in a related field is desirable (CPA, CFA, Business Intelligence, etc.).
  • Minimum of 7 years of accounting/financial analysis experience required. At least 3 years of experience in an international setting.

Required Knowledge, Skills and Abilities

  • Experience working in government grant/contract accounting and financial management.
  • Excellent judgment, able to make independent decisions, and exercise discretion.
  • Microsoft Excel, Word, and overall PC knowledge required.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) required, knowledge of federal grants and contracts regulation and applicable OMB Circulars required, general ledger and subsidiary schedule preparation skills required.
  • A high level of analytical skills and strong attention to detail
  • Strong supervisory and interpersonal skills required.
  • International Experience: Both headquarters and field office experience desirable, in the following areas:
    • Experience analyzing large multi-country PEPFAR-funded portfolio is desirable.
    • Developing internal controls, policies and procedures for international operations.
    • Supervisory experience of financial personnel in an international setting.
    • International parent/subsidiary operations involving consolidation and intercompany transactions; accounting for foreign exchange transactions.
    • Knowledge of issues facing administration of large federally funded overseas projects.
    • Ability to understand the issues faced by program managers responsible for significant expenditures in risky environments such as Africa.
    • Knowledge of contracting and contract/sub-award management issues.

Work Environment

  • This position will take place primarily in an office setting.
  • Up to 10% of international travel.

Compensation

  • The annual salary range for this position is $100,500-$145,000. Actual salary will be determined based on experience, education, etc.
