Responsibilities

The Sponsor requires project management assistance to develop a technical system that will ingest data from various Sponsor organizations and visualize the data in various ways to inform stakeholders and permit them to make fully informed CI and security-related decisions. The Technical Project Manager (TPM) will provide support for coordinating and completing activities and the overall Sponsor's objectives in a timely manner. The TPM will drive the development of IT systems that enable the bridging of Sponsor stovepipes. These systems will leverage data science and data engineering techniques to provide context to anomalies occurring within domains crossing organizations.

Duties include but are not limited to:

  • Work with other engineers, systems analysts, programmers, technicians, or scientists in the design, testing, and evaluation of systems.
  • Consult Sponsors, visit workspaces or conduct surveys to determine present and future user needs.
  • Gather data pertaining to Sponsor needs and use the information to identify and predict, interpret, or evaluate exchange meetings (TEMs).
  • Ensure coordination and information flow occurs between all programs and organizational managers.
  • Plan and coordinate program management process activities such as Program Reviews and Control Gate Reviews including scheduling of meetings.
  • Prepare briefings or presentations.
  • Prepare milestone status reports and deliverables or presentations on system test and evaluations.
  • Other requests that align with the role.

All personnel coming into the organization undergo an additional security review that can take anywhere from 7 business days to 45+ days.


Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with polygraph.
  • Minimum of 10 years of experience and a bachelor's degree in computer science, engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
  • Demonstrated experience with configuration management.
  • Demonstrated experience with systems or process evaluation; to include identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system or process.
  • Demonstrated experience with requirements analysis and definition.
  • Demonstrated experience creating professional presentations using PowerPoint, Word, Excel, and Visio.
  • Demonstrated experience using software such as Jira, Confluence, or similar experience like creating user stories, plan sprints, or track work requirements.

Desired:

  • Demonstrated experience supporting deployed field technologies across the Sponsor environment.
  • Demonstrated experience with technical threats and mitigations.
  • Demonstrated experience working in a cross-organization environment serving many different stakeholders.
  • Demonstrated experience in contingency planning and continuity or operations to ensure that mission critical activities are maintained during emergencies.
  • Demonstrated experience with creating project plans, managing scope, schedule and budget.
  • Demonstrated experience working closely and collegiately with program offices and varied elements within the Sponsor.
  • Demonstrated experience with fostering and facilitating strategic partnerships across organizational boundaries to positively impact mission delivery.
  • Demonstrated experience with attention to detail, strong organizational skills, and the ability to independently manage and prioritize multiple tasks to ensure deadlines are met.
  • Certification(s):
    • Project Management - PMP certification preferred
    • Agile certification
