Position Summary: Oasys is seeking an experienced part-time Transition Manager to join our team and lead the seamless transition of complex federal programs, systems, and personnel. The Transition Manager will oversee transition planning, scheduling, risk management, stakeholder engagement, and compliance, ensuring minimal disruption to operations and full alignment with contract and mission requirements. This role is essential to managing technical and human capital components during project start-up. It will be the primary liaison between Oasys, incumbent teams, subcontractors, and government stakeholders throughout the transition lifecycle. Primary Responsibilities:
- Lead the design and execution of comprehensive transition strategies, including schedule development, milestone tracking, and risk mitigation.
- Develop and maintain transition documentation, including plans, communications protocols, staffing matrices, and compliance checklists.
- Direct all transition-related activities, including knowledge transfer, workforce transition, systems handoff, and operational continuity.
- Ensure transitions are completed on time, within budget, and aligned with all federal acquisition and compliance standards.
- During the transition, serve as the primary point of contact for government representatives, contracting officers, and program managers.
- Coordinate closely with incumbent contractors, subcontractors, and internal teams to ensure accurate information exchange and operational readiness.
- Support change management and provide all stakeholders with regular status updates, briefings, and risk communications.
- Oversee personnel onboarding and clearance processing to meet contract-specific security and staffing requirements.
- Manage transition-related HR activities, including staff retention, role re-alignment, and incumbent staff engagement.
- Ensure full compliance with federal laws and policies, including FAR, DCAA, and agency-specific requirements.
- Conduct gap analyses and process audits to identify risks and recommend mitigation strategies for system, process, or personnel transitions.
- Support data migration, encrypted interfacing, modular integration, and configuration management as required during systems transition.
- Track and report Key Performance Indicators (KPIs), transition budget execution, and readiness assessments.
- Supervise and mentor transition staff and assigned program managers throughout the lifecycle of the transition effort.
- Contribute to corporate growth efforts by supporting RFI, RFP, and RFQ responses, including authorship of management approaches and transition narratives.
- Foster a culture of continual service improvement by evaluating outcomes and implementing best practices post-transition.
- All other duties as assigned by management.
Skills/Qualifications:
- Proven ability to lead large-scale, complex government contract transitions with multiple stakeholders and technical components.
- In-depth understanding of federal contracting environments, including agency onboarding processes, systems accreditation, and ATO transitions.
- Exceptional leadership, communication, and stakeholder engagement skills.
- Experience working in hybrid technical/operational environments, integrating workforce, IT systems, and process improvements.
Education/Experience Requirements:
- Bachelor's degree in Business Administration, Information Technology, or a related field (Master's preferred).
- Minimum of 10 years of experience in program/transition management within the federal contracting sector.
- Experience managing multi-phase transition projects supporting defense or civilian agencies.
- Demonstrated success overseeing federal IT or logistics system transitions, particularly in mission-critical settings.
- Effective communication skills with customers, suppliers, employees, and previous incumbent stakeholders.
Clearance:
- U.S. citizenship required
- Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.
Certifications:
- PMP (Project Management Professional) certification is a plus.
- ITIL, CMMI, or Lean Six Sigma certifications are a plus.
