Job Title: Financial Analyst II (With Real Estate Background)
Duration: 6 Months

Pay rate: $33.13/Hr. on W2.
Summary:
- The Finance Analyst II coordinates and administers the financial reporting and oversight responsibilities of the Real Estate Services Department. Prepares Real Estate Services department budget, financial exhibits for housing/grant applications, and administers budgets and reporting associated with grants and other funding administered by Real Estate Services. Performs scenario analysis as well as complex statistical, cost and financial analysis of financial reports and data, and prepares subsequent narrative analysis for management.
Role & Responsibilities:

- Prepares the draft annual budget for the department management review. Research fluctuations between actual and projected operations/expenditures.
- Monitors DSNR budget on a monthly basis and identifies all costs charged to the Real Estate Services budget units for review by management.
- Monitors budgets of all grants and funding sources administered by DSNR to ensure adherence to approved budgets and compliance with all financial requirements.
- Participates in the research and preparation of financial exhibits included in proposals for the development, demolition, disposition, and acquisition of real estate.
- Researches funding availability and compiles information for grant applications and proposals.
- Coordinate with DSNR staff & Finance and Accounting Division on payment of all project draws and invoices to consultants, contractors & vendors.
- Coordinate with DSNR staff & Procurement Division to ensure proper tracking and payments on contracts related to DSNR.
- Analyzes complex financial data and extracts and defines relevant information; reviews financial pro forma packages from third party development firms including projected operating statements, construction and permanent development budgets, and other relevant performance indicators to evaluate project feasibility and long term viability of possible multifamily assets.
- Provide a high level development portfolio and pro forma analysis and strategy.
- Assist Project Managers in review of legal documents related to development transactions.
- Maintains competency and monitors changes in federal, state, and local laws and regulations, affordable and public housing financing programs, and other factors that affect the affordable and public housing development process.
- Supports the Director of Development Services and Neighborhood Revitalization in the creation and achievement of departmental and agency goals and objectives. Including providing tracking indicators and updates to other organizational departments.
- Provides updates to outside agencies regarding the status and financing of development projects.
- Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
- Prepares and submits various scheduled and special reports, budgets, records and statistical information for presentation to the President and CEO, Board of Commissioners, HUD and others, as may be necessary for DSNR activities.
- Assist the Director in preparation of presentations, resolutions, and Board memoranda.
- Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.
- Serves as Real Estate Services representative in meeting with staff in other divisions to provide assistance in budgetary, accounting, internal controls and data processing matters.
- Ensures compliance of written guidelines, Federal, HUD, State, and local regulations, and Opportunity Home San Antonio policies and procedures.
- Ensures timely preparation of required reports necessary for submission to HUD and other funding sources.
- Establishes and maintains effective working relationships regarding the suitability of work to be done with subordinates, co-workers, contract personnel, consultants and other persons outside of Opportunity Home San Antonio.
- Review and approve department employees timesheets.
- Works on special projects as directed by upper management.
- Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.
- Recognize the significance of a data driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustee, Data Domain Stewards, Data System Custodians, Data Stewards and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.

Education Required:
- Bachelor's Degree from an accredited college or university in Accounting, Business, or a related field.
Experience Required:
- Four (4) years of progressive responsibility required in real estate, development, or a related field.
- Advanced knowledge of financial software, including database, spreadsheet, and presentation applications.
- Must have the ability to learn and use cloud applications such as the Google G-suit applications, including but not limited to Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understand document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications including but not limited to One Drive, Outlook, Word, Excel, and PowerPoint, or MAC or PC desktop equivalent, is acceptable.
- Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
- Preferred Education and Experience
- Ability to learn cloud technologies such as Lucid Chart for diagrams, workflow and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.
License + Certificates Required:
- Texas Class "C" driver's license at the time of placement and insurable by the organization's fleet and liability insurance carrier. Financial Analyst II

Technical Skills:
- To perform this job successfully, the employee should have
- Knowledge of HUD programs, Federal, State, and local laws, ordinances, policies, and regulations relating to the assigned area of responsibility and ability to ensure compliance.
- Knowledge of and expertise in JD Edwards software system.
- Knowledge of Microsoft Office (Excel, Access, Word, and PowerPoint) and Google Docs software.
- Ability to create and use computer spreadsheets and graphical presentations.
- Ability to prepare a variety of financial statements, reports, and analyses and maintain accounting and budgetary data & records.
- Ability to schedule and coordinate projects, set priorities, and adapt to changing priorities within established timelines.
