Job Title: Program Manager/Project Manager (Data Analysis/Data Management)

Pay Rate: $45.00/hr. on W2 without benefits.

Location: 1 Capitol Hill, Providence, RI, 02908

Duration: 12+ months

Hours/week: 35 hrs.

Shift timing: 8:00 AM - 4:00 PM

Roles and Responsibilities:

  • Conducting oversight and scope of work monitoring of the RI Aging and Disability Resource Center (ADRC),
  • Using data analytics to evaluate processes, identify requirements, and provide data-driven suggestions to support the ADRC and other NWD programs,
  • Developing comprehensive knowledge of available services for OHA clients and develop related materials to support NWD efforts across OHA,
  • Supporting continuous improvement and quality assurance efforts for the ADRC and NWD programs be ensuring business processes being standardized, simplified, and streamlined,
  • Developing data collection, reporting tools and dashboards for this work,
  • Coordinating the with Executive Office of department, other State agencies and non-profits supporting implementation Long-Term Services and Supports (LTSS) modernization and redesign initiatives and NWD as they relate to the OHA programs.


Essential Functions and Tasks:

  • Provide oversight of the ADRC
  • Ensure compliance of the Scope of Work (SOW) by establishing consistent and standard workflow operations for the 5 core functions of the ADRC while ensuring timely adherence to the SOW requirements,
  • Ensure the ADRC supports the NWD model by working to:
  • Raise visibility about the full range of available options.
  • Provide objective information, advice, counseling, and assistance to people with all levels of income.
  • Empower people to make informed decisions about their LTSS options through PCOC.
  • Help people access public and private programs.
  • Support data analysis and data system implementation,
  • Understand ADRC data collection requirements, enhance data collection tools, set and review data goals,
  • Coordinate trainings for ADRC staff,
  • Assist in development of assessment/decision trees/service sets and other standardized tools for ADRC staff,
  • Assist in developing and deploying ADRC outcomes assessment and customer service satisfaction assessment,
  • Design reporting templates to be shared with program and outside vendors, train them to use the templates and how to report to OHA on the information,
  • OHA internal liaison between ADRC and Medicare Information, Assistance and Awareness (MIAA), At-home Support (AHS), Adult Protective Services (Client), etc.
  • Support connections between ADRC and other NWD programs.


Support NWD Operating Principles at OHA:


  • With the Chief Program Development support Program Manager Meetings through data analysis and critical thinking,
  • As directed by the Chief Program Development support OHA programs and program managers by supporting the NWD Operating Principles within the LTSS system. The NWD Operating Principles are:
  • The LTSS system should be person rather than provider or payer-centered and incorporate practices that give priority to each person's unique goals, values, needs, and preferences from the initial point of contact onward,
  • LTSS business processes should be standardized, simplified, and streamlined to the full extent feasible to ensure ready access to needed services no matter what the point of entry,
  • Eligibility, enrollment, and payment practices for public LTSS programs must be modernized and integrated in ways that make the system easier to navigate and understand,
  • LTSS IT systems should be retooled to build "connections and crosswalks where they should, but don't yet exist" and to promote "program integrity and service quality while preserving [a person's] dignity and privacy",
  • Every LTSS initiative related to access should "bolster [or] create opportunities to listen, counsel, and assist where now the practice is to inform and direct"


Interagency Liaison:


  • Support connections between ADRC and other state agencies including Client, BHDDH, EOHHS and others as needed in direct support of No Wrong Door (NWD) initiatives,
  • Coordinate with state agencies and vendors for routine trainings for ADRC and OHA staff,
  • Act as OHA liaison with EOHHS on Person Centered Options Counseling (PCOC),
  • Support ADRC time study effort with OHHS and vendor,
  • Make internal and external connections supporting the ADRC 5 core functions


Additional Functions:

  • Participate in OHA staff trainings.
  • Respect and maintain confidentiality, professional protocols, and individual privacy.
  • Perform other duties as assigned.


Required Skills:

  • Strong organization skills and attention to detail,
  • Experience using or implementing new data systems,
  • Ability to perform data analysis,
  • Ability to understand complex public and privately funded services for OHA constituents,
  • Demonstrated ability to take initiative, multi-task, possess good judgment, and work independently and as part of a team,
  • Demonstrated commitment to Diversity, Equity, Inclusion, and Accessibility, including experience/ability to identify and emphasize diverse perspectives in programming, communications, and strategy.
