Assistant Chief Maintenance Officer or designee Current Assignment This requisition is advertised to fill one (1) Superintendent of Power and Mechanical Maintenance in the Traction Power Maintenance Division. The Superintendent of Power and Mechanical Maintenance directs, manages, supervises and coordinates the activities and operations of the Power and Mechanical Maintenance Division within the Maintenance and Engineering Department including, the installation, maintenance, repair and modification of all traction power, mechanical, electro-mechanical and electrical systems, equipment and components in the District's facilities and structures. The position requires interaction between internal partners and customers, vendors and contractors, regulatory agencies, professional technical organizations, and the public. Additionally, provides highly responsible and complex administrative support to the Asst. Chief Maintenance Officer (ROW) and performs related duties as assigned. The selected incumbent must demonstrate broad practical experience and skills in supporting maintenance and asset life cycle management programs in a complex safety sensitive operational environment. The position requires a sound managerial background with skills in program and project administration, budget, union labor management, staff development, leadership, and organizational change management. The successful candidate will have a proven track record in the utilization of modern maintenance practices which include the use of computerized maintenance management systems, key performance indicators, reliability centered maintenance, planning and scheduling, materials management, and a risk based approach to life cycle management. Work outside normally scheduled hours will be expected and will include accessing operational environments to provide managerial oversight of work, perform inspections and investigations, and expedite return to service for critical equipment. *This is a capital position and is subject to time and funding limitations.
DEFINITION
Directs, manages, supervises and coordinates the activities and operations of the Power and Mechanical Maintenance Division within the Maintenance and Engineering Department including the installation, maintenance, repair and modification of: all elevator/escalator systems and equipment; and all traction power, mechanical, electro-mechanical and electrical systems, equipment and components in the District's facilities and structures; coordinates assigned activities with other divisions, departments and outside agencies; provides highly responsible and complex administrative support to the Chief Engineer; and performs related duties as assigned.
CLASS CHARACTERISTICS This single position class administers, through subordinate supervisory levels, the inspection, preventive maintenance and repair of heavy industrial electrical and mechanical systems throughout the District, including elevator/escalator systems and equipment, and the traction power system which powers the revenue vehicles, on a multiple-shift basis. The incumbent is accountable for accomplishing division goals and objectives and for furthering District goals and objectives within general policy guidelines. This class is distinguished from the Chief Engineer in that the latter has responsibility for managing and directing a broad variety of maintenance and engineering activities for the District.

Examples of Duties

- Assumes management responsibility for assigned services and activities of the Power and Mechanical Maintenance Division including the installation, maintenance, repair and modification of: all elevator/escalator systems and equipment; and all traction power, mechanical, electro-mechanical and electrical systems, equipment and components in the District's facilities and structures.
- Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
- Plans, directs, coordinates and reviews the work plan for assigned staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
- Researches and develops specifications, solutions, and system or equipment upgrades in conjunction with engineering staff for electrical, mechanical, and elevator/escalator systems and equipment; develops specifications for contract services as required; directs the work of outside contractors; minimizes revenue service disruptions.
- Develops and implements elevator/escalator training programs; ensures appropriate operational safety levels are maintained; reviews and modifies programs as necessary.
- Selects, trains, motivates and evaluates assigned and repair personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
- Serves as the liaison for the Power and Mechanical Maintenance Division with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues.
- Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.
- Provides responsible staff assistance to the Chief Engineer.
- Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to complex maintenance problems, programs, policies and procedures as appropriate.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of power and mechanical maintenance.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Minimum Qualifications
-
Education: A Bachelor's degree in engineering, business administration or a related field from an accredited college or university.
Experience: Five (5) years of (full-time equivalent) verifiable experience in the maintenance and repair of heavy industrial, electrical or mechanical systems and equipment which must have included at least two (2) years of administrative and supervisory experience.
Other Requirements: Must possess a valid California driver's license and have a satisfactory driving record. Must possess sufficient mobility to perform field inspections and investigations.
Substitution: Additional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
