Job Title: Organizational Change Management (OCM) Analyst
Location: Annapolis, Maryland (Local candidates preferred or those willing to travel regularly to the client site)

Project Overview:
The State of Maryland (SOM) is undertaking a major initiative to rebrand, enhance, and expand its use of the Ivalua cloud-based procurement software. This multi-phase project involves a re-launch of the platform, new functionality rollouts, and strategic upgrades to better serve state agencies. To support this effort, we are seeking a highly skilled Organizational Change Management Analyst with extensive experience in Ivalua-based transformation initiatives.
The selected candidate will serve as the OCM Lead, responsible for planning and executing a comprehensive change management strategy that ensures successful adoption across agencies and stakeholders.
Key Responsibilities:
Lead the development and communication of the Case for Change in support of Ivalua's rebranding and functional enhancements.
Design and implement a strategic rebranding plan specifically for the Ivalua procurement platform.
Conduct leadership alignment sessions and stakeholder mapping to foster executive sponsorship and buy-in.
Develop and manage role-based personas to assess and plan for change impacts across various user groups.
Build, coordinate, and empower a network of change agents across SOM agencies to support Ivalua adoption.
Localize and tailor the enablement program to meet the needs of diverse state agencies.
Deliver a comprehensive Change Management and Training Strategy aligned with Ivalua's release timeline.
Define and execute a Communications Strategy that ensures consistent, timely, and relevant messaging throughout the transformation.

Candidate Requirements:
Bachelor's degree in Organizational Development, Business Management, Communication, or related field. Master's degree or professional certifications are a plus.
Prosci Change Management Certification strongly preferred.
Extensive experience working with Ivalua cloud-based procurement software in public sector or enterprise implementations.
Proven track record of leading organizational change initiatives for large-scale IT implementations, with a focus on end-user adoption and stakeholder engagement.
Exceptional communication, facilitation, and leadership skills.
Ability to navigate complex stakeholder landscapes and build strong relationships at all levels.
Familiarity with public sector procurement processes highly desirable.
Must be local to Annapolis, MD or able to travel regularly to the client site.
Work Environment:
This is a highly collaborative role that involves close coordination with SOM stakeholders, project teams, and technical partners. The candidate must be comfortable operating in a hybrid environment with frequent on-site engagement in Annapolis, Maryland.
