Student Health Services - HIM

UCF Health - Student Health Services (SHS) provides various primary and specialty care services to help keep students, faculty and staff at their optimum health. The Health Center is located on the Main Campus, and satellite clinics are located at the Health Sciences and Downtown campuses. Our services are designed with students', faculty and staff needs in mind. Become a part of our committed UCF Student Health Team as a Health Informatics Coordinator and deliver outstanding healthcare to our community.

The Opportunity:

The Health Informatics Coordinator will serve as the Student Health Services HIPAA Privacy Officer and will be responsible for the strategic oversight of health information management staff. This role ensures the accuracy, privacy, integrity, and regulatory compliance of all health data, adhering to established security policies and procedures. Key responsibilities include the implementation, management, and enforcement of information security directives as mandated by HIPAA/HITECH and the 21st Century CURES Act, as well as the seamless integration of information security principles within Student Health Services' overall strategies and requirements.

Responsibilities:

Data Integrity and EHR Management:

  • Oversees and ensures the accurate and timely data entry of provider information within the Electronic Health Record (EHR), including verification of paper and electronic documentation, signatures, and the receipt, review, and signing of requested labs, X-rays, and ultrasounds.

Information Security and Privacy Officer:


  • Manages and enforces organizational information security policies, procedures, and technical systems to safeguard the confidentiality, integrity, and availability of all healthcare information systems.

  • Acts as the internal HIPAA/HITECH Privacy Officer.


Team Leadership and Workflow Management:


  • Leads and manages the Health Information Management (HIM) team, including hiring, supervising, training, and coordinating workflow for Medical Records Specialists, student program assistants, and interns.

  • Facilitates department meetings and in-service trainings.


Medical Record Release and Compliance:


  • Manages the release of Protected Health Information (PHI) in accordance with authorized requests, including subpoenas, disability claims, insurance inquiries, and attorney requests.

  • Maintains comprehensive documentation of release authorizations.


EHR Security and Access Control:


  • Ensures the EHR meets and maintains "minimum necessary" access controls, disaster recovery protocols, business continuity plans, and incident response capabilities.

  • Provides assistance to patients and students with inquiries in person or via telephone.


Risk Assessment and Vendor Audits:


  • Assists in performing risk assessments and audits to ensure vendor compliance with HIPAA contracts and Business Associate Agreements (BAAs).

  • Observes HIPAA/HITECH guidelines, informs the Health Informatics Manager of any violations, and stays current on relevant security laws and accreditation standards.


Continuous Learning and Compliance:


  • Completes all required university, AHSC, and SHS trainings in a timely manner.

  • Maintains current knowledge of relevant federal and state security laws and accreditation standards, monitoring advancements in healthcare information security technologies for organizational adaptation and compliance.

  • Observes and reports all HIPAA/HITECH violations to the Health Informatics Manager (SHS HIPAA Security Officer).


System Downtime Procedures:

  • Ensures proper handling of medical records during electronic system downtime, including paper documentation, physician signatures, and subsequent scanning into the EHR.

Record Management:


  • Oversees the maintenance of stored medical charts and coordinates the purging of inactive records according to established guidelines.

  • Ensures proper procedures are followed for paper-based record management during EHR downtimes, including timely scanning and filing upon system restoration.


Department Coordination and Supervision:


  • Coordinates monthly department meetings and in-service trainings.

  • Supervises interns.


Collaboration and Training:


  • Collaborates effectively with the Health Informatics Manager (SHS HIPAA Security Officer) and other personnel to ensure the seamless integration of privacy and security measures.

  • Completes all required university, AHSC, and SHS trainings promptly.


Other Duties:

  • Performs all other duties as assigned by the Health Informatics Manager or designee.

Minimum Qualifications:

Bachelor's or Master's degree and 2+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219.Click here for more information.

Preferred Qualifications:


  • Bachelor's or Master's degree in Health Information Technology or 5+ experience with Health Information Management and Immunization Requirements.

  • Demonstrated knowledge of HIPAA policies and procedures, contractual obligations, individual privacy rights, and federal and state privacy and security regulations.

  • Experience working with Electronic Medical Records (EMR) systems.

  • Registered Health Information Technician (RHIT), Registered Health Information Administrator (RHIA) or Certified Healthcare Privacy and Security (CHPS) credential.

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).

  • Proven ability to communicate and collaborate effectively and professionally with clinic staff, students, patients, and visitors.
