Position Summary

The Bridge Center is an initiative of the Public Health Institute (PHI). It strengthens the impact of hospital emergency departments (EDs) on population health issues and health equity. Our largest program, CA Bridge, has supported over 280 hospitals in the last six years to implement medication for addiction treatment (MAT) in the ED. Our National Expansion Project builds capacity for ED MAT in every state. Our Emergency Medical Services program extends the administration of low barrier MAT to paramedics. Our Emergency Department Syphilis/HIV/HCV Screening Program (EDSP) expands routine opt-out testing for these infections to increase public health equity and provide immediate care for people at highest risk. Our newest program, Access Bridge, builds the capacity of America's emergency departments (EDs) to serve as reproductive health safety nets.

The Director of Operations oversees the Bridge program's operational, financial, and administrative functions. This position leads the program's financial administration and budgeting, program reporting processes, and large-scale procurements and subcontract management. The Director of Operations also provides contractual oversight of program awards and agreements, maintains operational infrastructure to support program needs, and collaborates with PHI to ensure fiscal and policy compliance.

This position reports to the Deputy Director.

IMPORTANT INFORMATION

This is a full-time (1.0 FTE) position with a schedule of 40 hours/week. The position is primarily remote and open to CA-based candidates only. The incumbent must be able to travel to Oakland or Berkeley, CA 2-4 times a year.

The full salary range for this position is $110,142 to $167,403. The typical hiring range is from $110,142 (minimum) to $138,773 (midpoint). The starting salary is determined using a variety of factors, such as the candidate's knowledge, skills, and experience, as well as internal equity consideration and budget availability.



Essential Duties & Responsibilities

Budget and Financial Management



  • Lead development of program, proposal, and award budgets in support of program goals in collaboration with the Bridge leadership team and team leads.
  • Provide financial reporting to funders and routine budget updates to Bridge leadership team.
  • Oversee award budgets and spend-down, program budget, payroll projections and timesheet allocations, and encumbrances of funds, all in alignment with funder requirements, with the support of the Project Manager.
  • Oversee expense and payment processing systems.


Awards and Agreements



  • Provide contractual oversight for incoming funding awards and outside party contracts, including with consultants, subcontractors, and program partners.
  • Provide direction and oversight to Program Administrator III to lead program reporting processes and ensure the program delivers high quality reports.
  • Provide direction and oversight to Program Administrator III to lead procurement project management and subcontract agreement development and monitoring.
  • Oversee smaller-scale consultant procurement, agreement development, and monitoring, with the support of the Program Administrator III.


Operations



  • Provide direction and oversight to Program Administrator III to:



  1. Maintain efficient and effective organizational systems to monitor and ensure strong program performance; implement process improvements as needed.
  2. Oversee office operations, including purchasing, acquisition of equipment, space planning, and development of office procedures, with the support of the Program Associates.
  3. Develop and implement clear and streamlined internal policies and systems, ensuring integration of team feedback and quality improvement.


Compliance



  • Collaborate with PHI Grants and Contracts Specialist to ensure fiscal oversight and financial compliance of incoming awards in line with PHI and funder requirements.


Leadership



  • Provide internal leadership on program policies and compliance with PHI policies.
  • Supervise the Operations Team, including Program Administrators/Project Manager.
  • Evaluate Operations staff performance, set objectives, establish priorities, and conduct annual performance reviews.
  • Attend program coordination meetings for all teams and delegate and coordinate any follow-up steps from those meetings.


Other



  • Perform other duties as assigned.



Minimum Qualifications

  • 5 years of experience in financial and award management at an organization that receives funding from federal or state agencies, including at least 1 year of supervisory experience. Knowledge/experience related to leadership can substitute.
  • Bachelor's degree, or substitute with high school diploma with four additional years of related experience or associate degree with two additional years of related experience.



Other Qualifications

  • Extensive experience with financial planning and management of grant/contract budgets.
  • Knowledge of generally accepted accounting principles and various accounting systems preferred.
  • Analytical and detail-oriented thinker.
  • Advanced skills with Microsoft Excel and/or Google Sheets.
  • Ability to manage multiple concurrent projects and tasks.
  • Ability to maintain confidentiality.
  • Comfort and adaptability in working in an organization with an entrepreneurial culture, operating in a highly regulated environment, with a unique organizational structure.
  • Ability to communicate and establish effective working relationships with diverse groups and interact effectively with co-workers, personnel in partner agencies, and other external stakeholders.
  • Able to demonstrate commitment to furthering the Bridge Center's anti-stigma approach and culture of harm reduction.
