Job Summary

The Utilities Operator I is an entry level position that performs a variety of duties related to the maintenance of the Village's Water and Sewer Utilities. This skilled and essential position serves the residents of the Village of Menomonee Falls. Although no direct sewer and water experience is required, the Village is seeking applicants who have a construction background or are mechanically inclined and willing to learn in this hands-on career.


This is an entry level position. The individual in this position would have a basic understanding of the duties but may need training to gain additional skills for the Sewer and Water duties. This individual will work on routine tasks as assigned by the department. This individual works under the direction of the Crew Leader and the Deputy Director of Utilities.

Essential Knowledge, Skills, and Abilities

Sewer and Water

  1. Maintenance and operation of a water distribution system, sanitary sewer collection system (including monitoring systems function via remote computer systems).
  2. Performs repair of water main breaks, service leaks and curb boxes. Also performs installation of water meters, leak detection and inspections, and customer service complaint investigations.
  3. Monitors the operation of wells, hydrants and valves including data and water sampling collection.
  4. Performs sewer main and manhole repairs; inspects, televises and analyzes sewer main problems; and operates equipment required to clean sewer mains and lift stations.
  5. Operate SCADA control systems, CCTV video equipment as well as other technological equipment commonly used in the industry to monitor systems and identify defects in the sewer collection and water distribution systems.
  6. Check, maintain, and repair lift stations.
  7. During emergencies, uses locator and record drawings to accurately locate and mark electrical, fiber optic, water, sanitary, and storm sewer mains and laterals as needed. Verifies accuracy of field data and coordinates as necessary with maintaining Village GIS mapping and data.
  8. Tests and records data for meter maintenance.
  9. Performs manual labor i.e. hand shoveling of snow, sand, asphalt, and other materials on an occasional basis as well as raking and sweeping.
  10. Position requires occasional overtime work and carrying a cell phone on a rotating schedule for on-call assignments.

General Duties
  1. Routine servicing and light maintenance of equipment.
  2. Learn to operate the following equipment: front end loader to load trucks, and all single/tandem and quad axle dump trucks.
  3. Employees shall become proficient in winter maintenance: ability to plow with a single/tandem axle plow truck with front and wing mounted plows while operating a spreader and dump body for sand/salt application. Respond to snow and ice events within 30 minutes of the call-out.
  4. Be able to use a front-end loader to properly load a dump truck.
  5. Ability to operate a quad axle dump truck and use proper unloading and backing techniques.
  6. Understand the basics of traffic control requirements.
  7. Maintain grass areas at Utility building locations and other public places, by mowing, trimming, fertilizing, watering and weed control, utilizing all types of mowing and trimming equipment.
  8. Assist in maintaining and managing department inventory of supplies, materials, tools, signs, etc.
  9. Required to work weekend or evening hours as directed.
  10. Understanding and carrying out verbal and written instructions.
  11. Thinking quickly, maintaining self-control and adapting to stressful situations.
  12. Using good judgement to effectively solve problems.
  13. Establishing and maintaining cooperative working relationships with co-workers and other Village departments.
  14. Candidate must be a team player and able to undertake assigned tasks in a respectful, safe, efficient manner.
  15. Having the willingness and capability to learn applicable specialized software systems such as GIS.
  16. Familiarity with the Microsoft Office Suite programs, and other software commonly used in an office environment.
  17. Use asset management and workflow software to enter information, evaluate data, establish and close out work orders by using several different electronic devices (desktop, laptop, tablet, phone, etc.).
  18. Performs all duties in conformance with Village policies as described in the employee handbook and adherence to state and federal safety policies and standards.

Qualifications

1. High school diploma or equivalent.
2. Valid Wisconsin Commercial Driver License (Minimum: Class B) or ability to obtain within 6 months of hire.

The Village provides employees with training to obtain a Wisconsin Commercial Driver License in order to perform the essential functions of certain jobs. This will not apply to employees who hold an out-of-state CDL and are applying for a Wisconsin CDL.
3. Experience with the operations of various construction related equipment.
4. Must be able to pass background check, physical evaluation, pre-employment screening, drug test, and reference check.

Supplemental Information

Work Environment & Physical Requirements
- Working Hours are 7am - 3:30pm Monday - Friday. Occasional overtime is required.
- Job consists of a combination of sitting, standing, walking, and driving.
- Lift frequently 25 to 50 lbs., &/or constantly 10 to 20 lbs.
- Employees will be exposed to heat, cold, wet, and slippery conditions. Working outdoors is common.
- Frequently subject to work outside of a normal work hour/week schedule as weather or circumstances dictate, e.g. snow storms, rain/wind storms, broken water mains, sewer failures or other events requiring response to protect the public as a result of natural or man-made circumstances
