West Virginia University Institute of Technology (WVU Tech), part of the WVU system of campuses located in Beckley, WV is currently inviting applications for Parking Enforcement & Grounds.

About the Opportunity

The Parking Enforcement & Grounds position provides efficient and orderly parking management on the University campus. This is achieved using excellent customer service, while using enforcement only as a tool to this end. Provides traffic control assistance at various events on campus, which provides for safe, orderly, and efficient pedestrian and traffic flow. Shift may change based on operational needs.

What you'll do:

Parking Enforcement



  • Enforces parking regulations in an assigned area through dissemination of information and issuing citations. Citations are issued utilizing hand-held computers.
  • Assists Campus Police Officers as requested in the completion of enforcement activities such as towing vehicles with outstanding citations.
  • Set up cones and barriers necessary for parking lot closures for maintenance or events. Direct visitors to the campus to the appropriate parking lots for events or daily parking.
  • The position must provide excellent customer service and display empathy with our customers, even under the most trying of emotional conditions. Provides information to visitors, staff, faculty, and students concerning parking rules and regulations and safety and security practices.
  • Provides assistance to motorists and citizens in distress by summoning help for inoperable vehicles, operates power pack jump starter to start disabled vehicles and assists in unlocking vehicles to retrieve keys locked in vehicles.
  • Performs duties associated with all surface lots, garages, and the short-term parking lots throughout campus.
  • Completes required maintenance in parking areas, including operating self-propelled pressurized line painting machine, hand painting, washing down parking structures, sweeps and cleans as necessary, makes minor repairs as needed and reports security violations and safety hazards to supervisor for additional corrective action.
  • Erect parking and traffic signage according to State and Federal regulations.
  • May require use of machinery or hand tools. Inspects and maintains parking lots daily for safety hazards, including trash and broken glass.
  • Research, evaluate, and respond to supervisors regarding written and verbal complaints, concerns, questions, and unique situations from staff, faculty, students, and the general public regarding policies and procedures of the Parking Management unit.


Grounds



  • Clean and maintain the surrounding exterior appearance of all institutional buildings by raking, removing and disposing of leaves and debris; cleaning gutters, culverts, and other drainage areas; sweeping, shoveling, and removing snow, ice, slush, and mud from entryways and sidewalks; spreading salt and cinders on public passageways; washing graffiti from exterior walls and sidewalks; and performing other related external cleaning activities.
  • Required to operate various hand and power tools in the performance of duties such as: rakes, shovels, lawn mowers, weed-eaters, etc.
  • Performs duties associated with snow removal in their assigned areas, which may include using shovels, spreading salt, or operating a plow truck.
  • Required to dig holes and trenches and to spread and level dirt, gravel and concrete to assist in the installation of traffic signs, irrigation/drainage systems and concrete structures.
  • Required to operate blowers, walk-behind sweepers, or any other equipment needed to perform duties listed above; Remove weeds from shrubs and flowerbeds as required.
  • Attend various training classes, seminars, and other meetings to learn new techniques and procedures and to remain current in all safety requirements; and responding to requests from faculty, staff, students, and the general public regarding location of buildings throughout campus and other similar general questions.


Vehicle Inventory



  • Track and report campus milage and inspections on a monthly basis for the campus fleet. Report findings with the State agency and WVU Morgantown
  • Schedule repairs of and annual inspections of vehicles with users and mechanics
  • Take vehicles in for repairs


Other Duties



  • Review requests for set-ups. Move tables, chairs, AV or any other items necessary for campus event or program. Clean up afterwards and move furniture back to storage room.
  • Will assist in the performance of general painting duties as instructed, such as: painting walls, ceilings, trim, and furniture using enamel/latex paints with brushes, rollers, and low pressure sprayers; patches and prepares surfaces for painting to include finishing drywall or similar tasks requiring basic painting skills. These tasks would be considered as non-technical, non-certified supporting duties.
  • Cleans and maintains the interior appearance of all buildings including classrooms, offices, laboratories, student housing, public areas, etc. by sweeping, mopping, stripping, and waxing floors; vacuuming and shampooing carpets, rugs, and upholstery; dusting and polishing furniture; washing and cleaning walls, ceilings, doors, windows (inside and out), washing graffiti from walls, lockers, bathroom stalls and doors, and performing other related internal cleaning activities.
  • Relocates offices and classrooms within buildings and throughout campus by lifting, loading and unloading furniture, files cabinets, boxes, etc. onto hand trucks, dollies, and box vans for transportation. May require removing desk components, doors, and shelves to ease in relocations. Moves, sets-up, rearranges, and erects tables, chairs, platforms, bleachers, tents, displays, etc. for concerts, registration, commencement, and other special events. Disassembles and stores items at the end of event.
  • Create a work order if you detect an issue that needs repaired.
  • Order supplies or identify if equipment is not working.
  • Performs other duties as assigned or as directed.


Pay Grade: 11

Work Hours: Monday-Friday, 7:30am-4:00pm

Qualifications

  • High school diploma or equivalent required.
  • Completion of vocational/technical training in a maintenance/grounds field or 6-12 months equivalent on the job experience
  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.


Knowledge, Skills and Abilities



  • Demonstrated ability to maintain composure when confronted with verbal abuse and occasional acts of irate individuals.
  • Ability to maintain attendance and punctuality standards.
  • Ability to operate hand-held computers and PC's
  • Ability to operate equipment used such as hand-held ticket writer.
  • In operations of parking equipment, precision of movements, awareness of environment, and close visual attention is needed to impose safety for the employee and personnel around him/her.
  • Ability to operate hand tools.
  • Ability to operate small engine-propelled equipment, such as painting machines.
  • Ability to operate mechanical, electrical and electronic equipment in order to repair gates and central meter stations.
  • Physical capability to perform duties which include extended periods of walking, standing, and moving moderately heavy objects.
  • Ability to utilize various equipment and chemicals associated with snow removal.
  • Must be capable of exercising appropriate decisions and judgment in event of emergency.
  • Must demonstrate ability to properly communicate information across a diverse community.
  • Ability to read and write in English and perform basic mathematical calculations.
  • Ability to rapidly learn all policies and procedures impacting the affected area.
  • Ability to organize work flow to ensure all tasks are completed in a timely manner.
  • Ability to operate a state vehicle.
  • Ability to climb ladders.
  • Ability to lift materials over 75 pounds.
  • Ability to bend, stoop, walk, crawl, etc.
  • Ability to work in inclement weather.
  • Ability to follow safety requirements and use proper safety equipment.
  • Ability to perform physically demanding work such as digging a ditch, cleaning utility tunnels, pulling electrical cable, moving heavy equipment, shoveling snow, and the transporting and installation of materials.
  • Ability to follow specific directions on a general task.
  • Ability to use chemicals such as penetrating oil, glue, coil cleaner, paints, thinners, and lubricants.
  • Ability to clean and maintain tools.
