At Healthcare in Action, we serve patients experiencing homelessness through an innovative "street medicine" approach by contracting with Medicare and Medicaid health plans as well as hospitals and health systems.

Street medicine entails using a medically equipped van to deliver medical care directly to people experiencing homelessness in locations such as parking lots, encampments, and parks.

The Regional Director of Clinical Operations Director will play a key role in the oversight of HIA in the Orange County and San Diego Communities, with a specific focus on the oversight and management of day-to-day HIA operations as defined by the business need and the long-term plan for sustainable growth. The role also extends to successful delivery of relevant strategic and operational initiatives. Oversees and is responsible for all operational aspects to ensure effective and reliable care delivery through contracted relationships and the network needs.

Responsibilities include:

Develop, lead, and maintain the infrastructure of daily operations of HIA in an effort to ensure performance aligns with and/or exceeds goals and objectives.



  • Lead and manage the monitoring of all aspects of operations, in alignment with the overall program, by measuring progress and identifying appropriate points to correct course when project goes beyond scope or is not meeting goals and objectives.
  • Ensure strategy implementation remains on time by managing schedules and resources and removing barriers.
  • Oversee HIA clinical operations teams; evaluate operations qualitative and quantitative performance against predefined and/or evolving goals; strategize with continuous improvement mindset.
  • Lead/drive the reporting, analysis, review of key clinical and operational performance data to support governance of HIA operations and to make clear recommendations to management for the pursuit and implementation of strategic initiatives.


Develop and drive HIA organizational culture, influence through empowerment of clinical and operational teams.



  • Recruit, on-board, manage, and coach team to operationally support best in class patient care.
  • Achieve effective results by clearly communicating expectations, monitoring and appraising job performance, motivating, coaching and counseling, developing opportunities for career growth, and initiating and enforcing policies and procedures.
  • Act quickly and decisively when corrective action is required.


Develop and maintain strong, productive working relationships and negotiated business arrangements with key stakeholders, provider organizations, and external vendors to ensure optimal service offerings and appropriate protocols to meet the needs of our members.



  • Collaborate with clinical leadership to ensure clinicians' voices are incorporated into clinical operations decisions and clinicians are supported to deliver high quality care efficiently.


Drive forward the process to plan and complete activities related to the design, implementation and evaluation of prioritized initiatives. Such activities can include:



  • Business process analysis with clinical outcomes mindset (e.g., current state process workflow documentation; future state process redesign; risk/issue root cause analysis)
  • Business requirements gathering
  • Use of case development
  • Development and maintenance of project management tools (e.g., creation of project work plans, status reports, maintenance of risks/issues/decisions logs, etc.) to develop operational transparency and drive change.


Manage program risk (at the department and/or initiative-level) by identifying, planning, developing and implementing strategies to mitigate or minimize risks and monitor findings, within associated projects.



  • Partner with HIA Medical Director to analyze risk and operationalize solutions.
  • Appropriately escalate risks and/or issues to HIA Medical Director, SCAN Chief Medical Officer or other leadership as needed.


Serve as a clinical provider of direct medical services to HIA patients one day a week as well as filling in for other HIA providers in the region who are on PTO or on sick time.

Supervises/Manages Others (i.e., hires, performance reviews, corrective action, etc.) Span of Control: 4 - 10 direct reports

Other duties as assigned.

Qualifications and experience:



  • Bachelor's Degree, Physician Assistant or Nurse Practitioner Degree, Required:
  • Master's degree in healthcare or business Administration is preferred, Preferred.
  • Physician Assistant or Nurse Practitioner license in the state of California, Preferred.

  • 5+ years of experience in the healthcare industry working within the context of business process transformation / improvement, quality improvement / management, and/or core system implementations.



  • 5+ years of experience in business/management consulting or equivalent; leading and/or owning multiple work streams of complex, cross-functional initiatives.



  • 5+ years of people management or leadership experience



  • Experience with mobile care delivery operations.



  • Proficient understanding of the health care industry, preferably within the health insurance / payer and/or health care provider / delivery sector(s).



  • Demonstrated understanding of program management within a healthcare setting.



  • Director-level interpersonal, management, and communication, and group motivation skills; strong verbal and written skills with experience in formal presentations, ability to appropriately and effectively address diverse audiences, and effectively facilitate group interactions.



  • Strong attention to detail, data-driven decision maker.



  • Strong skills in problem-solving, quantitative/qualitative analysis and the application of critical-thinking to complex business scenarios lacking structure and/or a clear path forward.



  • Proven self-starter, excellent organizational characteristics, quality minded; able to work independently and with limited supervision.



  • Adapts to changes in priorities and assignments quickly and efficiently and is flexible with project assignments.


  • Travel 50% or more- Must have a valid driver's license, automobile insurance, reliable transportation, and clean driving record.
