Responsible for the coordination of testing and day-to-day operations of the resources (human and material) for one or more sections of Clinical or Anatomic Pathology. Managers are responsible for staff education, safety, and achieving positive clinical and financial outcomes that align with the goals of the department and medical center. In addition, the responsibilities for staffing and operations may be multi shift and at more than one campus.

I. Major Responsibilities:

1. Coordinates the activities and the management of one of more areas of the laboratory in collaboration with the section director (MD or Ph.D.) of that area and the Director of Lab Operations or AVP of Lab Operations and Administration.
2. Manages quality and throughput of results; ascertain reliability of test results; provides assistance as needed in troubleshooting and results interpretation.
3. Plans, organizes, delineates, and schedules duties and responsibilities of one or more areas of the laboratory; responsible for assuring appropriate training and continuing in-service training instruction of all assigned personnel.
4. Maintains medical laboratory productivity by monitoring workload of functional areas, identifies peak and slack periods and makes operational or staffing adjustment.
5. Responsible for medical laboratory equipment performance by establishing quality standards; developing operations, quality, and troubleshooting procedures; ensuring staff compliance; certifying instrument performance; arranging equipment replacement, service, and repair.
6. Manages Quality Control, maintains equipment and procedure manuals and required records and reports.
7. Responsible for laboratory section billing compliance, monitoring revenue and usage reports, monitoring billed units, and providing the billing office with identified items needing updates or resolution.

Standard Management Level Responsibilities:

1. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.
2. Develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met.
3. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
4. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation and fosters the effective integration of efforts with system-wide initiatives.
5. Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.
6. Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.
7. Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.
8. Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements.
9. Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
10. Ensures adequate equipment and supplies for department.
11. Develops and maintains established departmental policies, procedures, and objectives.
12. Ensures compliance to all health and safety regulations and requirements.
13. Maintains, regular, reliable, and predictable attendance.
14. Performs similar or related duties as required or directed.

II. Position Qualifications:

License/Certification/Education:
Required:
1. Bachelor's degree of Science.
2. Equivalent to MT (ASCP), HT (ASCP), CT (ASCP) PBT (ASCP)certification.
3. Must qualify as high complexity testing personnel under CLIA regulations where required

Preferred:
1. Master's degree in management or related field

Experience/Skill:
Required:
1. 6 years laboratory experience.
2. Two years of experience in a leadership role
3. Knowledge of evaluation methodologies, data analysis, i.e., statistics, QC/proficiency testing, and analytic root cause analysis.
4. Must possess the interpersonal and communication skills (both oral and written) needed to provide effective participative leadership and for successful communication with all levels of staff.

Preferred:
1. Specialty certification in specific area of management highly desirable.
2. Experience with CAP and Joint Commission regulatory processes
3. Demonstrated proficiency with Microsoft products.

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listedin this description may be substituted for the above requirements.

Department-specific competencies, including age-specific competencies and their measurements, will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents.

III. Physical Demands and Environmental Conditions:

Work is considered sedentary. Position requires work indoors in a laboratory environment.

ADDENDUM FOR MANAGER OF QUALITY AND REGULATORY AFFAIRS ROLE

I. Position Summary:

Responsible for leading a wide range of quality and facility safety processes, ensuring that UMMMC Laboratories are in compliance with applicable regulatory agencies. The manager is responsible for facilitating the alignment of the medical center safety goals with the Quality and Safety annual plan for the laboratories. Coordination and oversight of special projects associated with process improvement, staff safety and QPI's are also key components of this manager role.

II. Major Responsibilities:

1. Collaborates with department leadership to implement, facilitate, and audit the performance improvement standards, compliance audits and regulatory inspections (mock, scheduled and unannounced) for the laboratories.
2. Monitors key indicators daily and evaluates the opportunities for improvement in each lab division. Works with Section Managers/Directors from both internal and external operations to develop plan of action to address any deficiencies or trends and to ensure compliance with the hospital risk management reporting procedures.
3. Collaborates with the Directors of the Department and the Director of Quality in the formulation and annual assessment of the Quality Management Plan, environmental health and safety programs and training for the laboratories.

III. License/Certification/Education:

1. Must qualify as high complexity testing personnel under CLIA regulations.
