Position Overview

Purpose Summary:
Reporting to the Business Manager, the Physical Plant Director is both a strategic and operational hands-on position which, with limited supervision, is responsible for planning, organizing, coordinating, directing, and controlling all physical plant functions including, but not limited to, overseeing the maintenance and operation of all physical buildings and grounds, the construction and/or remodeling of facilities, and the development and management of the physical plant's budget and inventories. In addition, the Director of Physical Plant supervises all physical plant personnel, manages the utilization and maintenance of the institution's vehicles, snow plowing operations, utilities, security systems and oversees the implementation of fire and safety programs.


Requirements

Duties and Responsibilities:

  • Manages all physical plant operations, work order system, custodial services, and the maintenance of buildings and grounds
  • Evaluates and ensures the efficient operation of the facilities, controlling operation expenses at an optimal level consistent with sound maintenance practices.
  • Maintains familiarity with and applies best practices in the industry
  • Provides administrative and technical direction and supervision to physical plant personnel in completing work assignments
  • Advises on negotiations and bids for construction, renovation, and service contracts. Plans project assignments and delegates them to physical plant personnel; determines building and maintenance priorities. Works in conjunction with other ENMU campuses' facility departments
  • Seeks vendors and obtains bids for facility projects
  • Provides interface and primary support for tenants and rental spaces
  • Coordinates set-up and tear-down for daily events and provides support to organizations before, during and after events on college property with Operations Coordinator
  • Plans project assignments and delegates them to physical plant personnel; determines building and maintenance priorities
  • Operates, maintains and directs personnel utilizing snow plow equipment
  • Develops and maintain knowledge-base, documentation and advisory points-of-contact on the technology employed under the scope of physical plant
  • In the absence of the Physical Plant Director, the Operations Coordinator will oversee personnel and day-to-day operations
  • Provides familiarization and training to faculty, staff and students on utilizing the technology embedded in physical plant operations (as appropriate)
  • Monitors all life-cycle needs of all physical plant components, provides documentation, and advises leadership on life-cycle replacement recommendations
  • Manages inventory control for ENMU Ruidoso to include assigning inventory numbers, updating FFAMAST Banner inventory and secondary inventory lists.
  • Completes both capital and computer asset reports for ENMU-Portales
  • Coordinates with ENMU-Portales on E-cycle and the disposal of campus-owned state property to include the proper disposal of removed hard drives from E-cycle computers. Focus on minimizing excess inventory
  • Coordinates investigations and reporting for missing inventory
  • In charge of fire safety to include proper operation of the complete fire safety system.
  • Coordinates with fire system inspections to include quarterly sprinkler inspections, monthly fire extinguisher inspections, and fire panel inspections to include battery backup lighting and emergency exit signs
  • Monitors security system and surveillance cameras
  • Advises leadership, faculty, and staff on key physical plant matters and problem areas
  • Ensures proper upkeep of facilities including (but not limited to) ventilation, lighting, solar panels, facilities cleanliness, and sanitation; general appearance of buildings and grounds; and emergency situations affecting the campus
  • Creates and maintains a preventative maintenance program, reviews the program and reports progress to leadership regularly, and updates the program as needed
  • Ensures that parking facilities are maintained in good and safe condition with adequate lighting and safety features
  • Monitors and maintains irrigation systems on campus, and maintains all landscaping
  • Coordinates the purchase of necessary supplies, equipment, tools, and services from appropriate vendors and other sources and maintains proper inventory control
  • Ensures full compliance with regulations for the disposal of hazardous materials handled by physical plant
  • Serves as a liaison with architects, engineers, and contractors/subcontractors engaged in plant expansion, renovation, or other major projects
  • Prepares and manages the operating budget, inventories, and records for the physical plant
  • Issues keys, fobs and security codes for the college, and maintains central key controls for the physical plant
  • Manages utilization and maintenance of college-owned vehicles
  • Collaborates with leadership, faculty, and staff to achieve the objectives of the college
  • Perform other duties as assigned
Minimum Job Requirements:
  • An Associate Degree or higher and at least 5 years of relevant experience or an equivalent amount of education and/or experience
  • A minimum of 3 years of supervisory experience in the field is preferred
  • Technical certificate(s) in related field(s) is preferred
Knowledge, Skills and Abilities:
  • Knowledge of maintenance and construction skills
  • Leadership ability to provide technical guidance to physical plant personnel
  • Ability to communicate effectively, both orally and in writing, with a wide range of individuals and constituencies in a diverse community
  • Ability to supervise, train and evaluate physical plant staff
  • Ability to make administrative/procedural decisions and judgments to negotiate and manage contractual arrangements
  • Ability to participate in the planning and construction of new building, as well as major renovations and repair projects
  • Knowledge of customer service standards and organizational structure, workflow, and operating procedures
  • Skill in budget preparation and fiscal management, examining operations and procedures, formulating policy, and developing and implementing new strategic plans and procedures

Working Conditions

Physical Demand and Working Conditions:
Work is sedentary in nature that at times requires exerting up to 50 pounds of force occasionally and/or a consistent amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work is performed during normal business hours, with some evenings and weekends to meet deadlines.
