This position will focus on capital projects purchasing management

Primary Duties
1. Works closely with Operations, Technical Services and key suppliers on projects to understand requirements, develop and submit Request for Proposals (RFP's), evaluate proposals based on best value criteria as developed with stakeholders, submit recommendations for award, lead vendor negotiations, assist with contract development, develop material usage forecasts, coordinate delivery schedules, expedite shipments, and proactively communicate to all parties.
2. Works with Sourcing staff to understand and sets performance measures for key suppliers and meets periodically with key suppliers and stakeholders to review performance, identify/resolve issues and develop cost savings initiatives.
3. Coordinates investment recovery activities through identification of surplus inventory and non-book assets which are not being fully utilized. Works closely with local operations and the Procurement group to dispose of assets with maximum return on investment.
4. Works with engineering and operations on special projects to provide budgetary information, to setup special programs with key suppliers (staging, bag and tag, kitting, job site delivery, labeling, bulk price breaks, etc.) and to utilize in operations or return to vendor surplus material remaining from project.
5. Initiates, coordinates and promotes enterprise standardization programs.
6. Proactively seek strategic sourcing opportunities for OEM equipment and pipeline related materials. Participate on sourcing teams and provide technical expertise and guidance for sourcing initiatives.
7. Assist division Supply Chain Specialists with coordinating emergency equipment and inventory programs that meet minimum call out requirements while maintaining optimal levels of stock.
8. Assist with new vendor approvals, assess manufacturers, production capabilities and quality processes, periodic site visits to manufacturers, facilities to monitor work-in-process and general manufacturing capabilities.
9. Establishes project material tracking reports/capabilities to facilitate order tracking, expedite shipments, determining project cashflows, and providing updates to project team.
MINIMUM REQUIREMENTS
Educational/Experience Level: Bachelor's degree in Business, Engineering or a related field and three years experience in logistics and/or materials management in the oil, gas or closely related industry field operations; or equivalent.
Communication Skills: Requires strong interpersonal and communication skills. Must be able to effectively communicate with internal and/or external customers and key suppliers in order to obtain and/or provide basic types of factual information
Numeric Skills: Requires the ability to perform analyses involving ratios, percentages and simple statistical methods. Requires the ability to perform addition, subtraction, multiplication and division. Must be able to understand financial concepts (revenue, expenses, profit, etc.).
Computer Skills: Requires intermediate computer skills for word processing, spreadsheet analysis, data entry, reference and/or retrieval tasks.
Physical Demands: Requires frequently performing activities, including, but not limited to, stooping, bending, crawling, kneeling, grasping, reaching, climbing and lifting objects, in excess of 100 pounds (e.g., lifting meters and regulators).
Work Conditions: Works in indoor and outdoor environments. May require extensive overnight travel.
