This position is responsible for providing strategy, direction, and oversight for OEM vendor performance management and reverse logistics across North America. The primary focus is on driving operational excellence in the management of critical spares, RMAs, and inventory optimization. This strategic leader will ensure efficient processes for supply chain management, vendor accountability, and product life-cycle support, leveraging productivity tools to manage demand, capacity, resource allocation, tracking, and performance reporting. The role includes driving structured, consistent, and disciplined practices to ensure stable product delivery aligned with company initiatives and expectations. Responsibilities: OEM Vendor Performance Management:
Establish and monitor vendor KPIs to ensure alignment with contract terms, quality standards, and delivery timelines. Act as the primary liaison with OEM vendors, driving accountability for performance metrics, service level agreements (SLAs), and issue resolution. Collaborate with procurement and engineering teams to negotiate vendor agreements and improve cost-effectiveness.
Reverse Logistics:
Oversee the end-to-end reverse logistics process, including RMAs, repairs, and replacements, to minimize downtime and ensure availability of critical spares. Develop and implement robust tracking systems for returned materials to ensure visibility, accountability, and compliance. Identify and mitigate bottlenecks in the reverse logistics workflow to optimize turnaround times and cost efficiencies.
Critical Spares Management:
Design and implement an inventory strategy for critical spares to support network reliability and operational efficiency. Partner with engineering and operations teams to identify, validate, and maintain optimal spare part levels for high-priority equipment. Lead periodic reviews of spare part usage, ensuring accurate forecasting and stock rotation.
Process Improvement and Program Management:
Lead the identification, development, and implementation of process improvements for program management tools and logistics processes, ensuring alignment with company goals and industry standards. Build and lead a Program Management function, including implementing systems to manage multiple projects related to inventory, logistics, and vendor performance. Establish performance metrics, dashboards, and reporting tools that provide clear visibility into key activities, ensuring timely and successful execution of objectives.
Cross-Functional Collaboration:
Collaborate with Program Managers, stakeholders, and Network Operations leadership to align priorities and allocate resources effectively. Steward programs and projects through their lifecycle, ensuring adherence to engineering principles, business needs, and compliance requirements. Facilitate the decision-making process for program strategies, prioritizing initiatives with a high impact on operational stability and cost efficiency.
Leadership and Team Development:
Manage and develop a team of up to 5 members, fostering a culture of accountability, innovation, and continuous improvement. Partner with leadership to guide the prioritization of projects and utilization of resources, regularly delivering progress reports. Actively mentor team members to build expertise in program management, vendor performance oversight, and logistics.
Required Qualifications:
Bachelor's degree in supply chain management, business, engineering, or a related technical discipline (or equivalent work experience). Extensive leadership experience, preferably in a telecommunications, supply chain, or engineering environment. Minimum 10 years of experience in telecommunications, engineering, or a regulated industry, with at least 5 years of program management experience. Proven expertise in OEM vendor management, reverse logistics, and inventory optimization, including critical spares and RMAs. Experience negotiating and managing vendor contracts and SLAs, ensuring accountability for quality and performance.

Exceptional written and verbal communication skills, with the ability to interface effectively with subordinates, peers, customers, and vendors. Proficiency in program management tools, data analysis, and performance reporting. Ability to develop and implement performance metrics and dashboards to drive continuous improvement. Availability for business needs on a 24/7 basis and willingness to travel as required. Provides direction for the development of policies, analytical tools and for the identification of inventory trends and opportunities.
