Purpose of Position

Designs, codes, tests, implements, and supports internally developed application software. Makes recommendations towards the development of new code or reuse of existing code or modules. Participates in data architecture design, performance monitoring, and product evaluations.

Essential Functions

  • Provides technical and/or project management leadership on large projects. Assists in resolving customer complaints with software and responds to suggestions for improvements. Works with other technical staff to understand problems with software and resolve them.
  • Conducts application design, coding, testing and implementation for complex applications and conducts application code review. Maintains applications software and collects and reviews performance monitoring information as needed.
  • Designs complex software systems that address broad technical, business, or scientific needs. Analyzes technical or research related problems and develops software solutions to them.
  • Installs, configures, and maintains system components and libraries that support software development. Designs, generates, tests and maintains programs for specific components of the overall software development environment.
  • Researches available solutions and integrates them into existing computing environments. Conducts product evaluation. Reviews product specifications and assists in determining product enhancements and modifications required. Makes recommendations on whether to develop new code, reuse existing code, or purchase new software packages.
  • Prepares system documentation, develops standards and education for users. Provide end user training on application software and may develop user manuals.
Knowledge, Skills & Abilities

  • Demonstrated ability to work with business users to analyze business problems /processes.
  • Knowledge of common web software security vulnerabilities and mitigation strategies.
  • Demonstrated ability to translate business requirements into web applications using OOP principles.
  • Demonstrated ability to work independently and with a team.
  • Ability to work in Agile/Scrum environment.
Required Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field and five years of related work experience which includes at least three years of work experience in the .NET framework.
  • One year of college (30 semester hours) may be substituted for one year of the required experience on a year-for-year basis, allowing up to a maximum of 4 years substituted experience.
Preferred Qualifications

  • Proficiency in .NET Core and C# for building web applications and RESTful APIs.
  • Strong experience with SQL Server for database design, query optimization, and maintenance.
  • Hands-on experience in DevOps practices, including CI/CD pipelines, Azure DevOps, and Git.
  • Familiarity with Bootstrap, jQuery, or other front-end frameworks.
  • Experience with automated testing frameworks (e.g., xUnit, Postman for API testing, Selenium).
  • Knowledge of cloud platforms (e.g., Azure, AWS) is a plus.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

A background check will be conducted on candidates under final consideration.
