Get started! Requisition Summary This position manages and drives improvements for North American trade compliance for PACCAR Inc. and its Divisions. The successful candidate will manage a team of trade compliance professionals and service providers focused on minimizing or eliminating duty costs and trade risks and maximizing duty refunds. This role also supports the implementation of PACCAR's new trade compliance system, SAP GTS. This role is based out of the PACCAR Corporate offices in eitherBellevue, WA or Lewisville, TX.
Job Functions / Responsibilities
- Manage strategic risk assessment and audit functions to ensure regulatory compliance in all relevant countries, including conducting internal/external audits throughout the supply chain, resolving issues, minimizing duty costs, and reporting on initiatives.
- Manage part classifications and team to ensure parts are classified accurately and timely to avoid customs entry filing delays, includes classifying parts.
- Respond quickly to customs inquiries and penalty notifications, ensuring accuracy and utilization of available mitigation actions.
- Conduct post entry activities including post summary corrections, protests, reconciliation, and prior disclosures.
- Ensure proper duty filing, including on products subject to Anti-Dumping (AD) and Countervailing Duty (CVD).
- Manage PACCAR duty drawback program and support other duty savings programs, such as free trade agreements, U.S. goods returned, IIT, CBSA Annex 9963, etc.
- Manage US and Canada customs duty payments and vendor payment processes.
- Monitor, advise and provide impact analysis on trade actions, such as Section 301, Section 232, AD/CVD, exclusions, sanctions, free trade agreements, valuation, etc.
- Ensure customs bonds and powers of attorney are maintained.
- Develop and maintain internal compliance training for relevant PACCAR employees.
- Support SAP GTS implementation, training, and maintenance.
- Perform other compliance related duties and projects as required.
Qualifications & Skills
Required:
- Bachelor's degree in Business, Logistics, International Tradeor related field.
- U.S. Customs Broker license.
- 5-7 years of experience in International Trade Compliance.
- Strong working knowledge of U.S. and Canada Customs laws and regulations.
- Strong classification skills.
- Detail oriented with strong attention to accuracy while meeting deadlines.
- Excellent analytical and problem-solving skills with proven ability to navigate through complex customs issues and achieve successful outcomes.
- Experience managing teams and service providers.
- Strong written and verbal communication skills with the ability to describe/simplify complex customs terms and programs.
- Strong data analysis skills using relevant systems (Excel, Access, etc.).
- Ability to travel both domestically and internationally.
Preferred:
- Commercial truck or automotive experience.
- Master's degree or MBA.
