DESCRIPTION

The UC San Diego Health Director, Infrastructure will establish and uphold a Capital Asset Management program that tracks and manages all asset lifecycle, aiming to maximize asset value, minimize hospital operational risks, and ensure that buildings efficiently support the hospital mission to deliver outstanding patient care. Develop and maintain a data-driven short- and long-term Infrastructure Capital Program to align with hospital strategic plan. Oversee Program Portfolio of projects to manage and track project performance against capital allocation. Provide insight, collaboration and support on Health system major expansion building projects. Increase organization awareness to the value of the Infrastructure Program.

The Director will oversee and manage outcomes related to the Facilities Condition Assessment (FCA) to occur at La Jolla, Hillcrest and East Campus. The FCA will obtain current conditions of assets (such as roofing, mechanical, plumbing, structural, and lighting), forecast of each asset's effective age and estimated lifespan. The Director, Infrastructure will develop a cost analyses and timelines to help build our ten year infrastructure capital budget. In partnership with Finance, this Director will lead infrastructure teams and projects to figure out how we can ensure all significant infrastructure work is represented in Finance's 10-year forecast.

Advises senior management and consults with industry professionals in designing, planning and managing complex, highly specialized clinical enterprise capital projects. Determines methods and procedures on new assignments and provides guidance to project managers. Is considered a subject matter expert and often recognized as an industry expert.

Key Responsibilities:
- As a recognized expert, leads critical, complex, health care facilities design, construction and improvement projects. Coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings.
- Leads diverse, highly specialized teams including construction managers, architectural and engineering design professionals, general contractors and project staff.
- Develops highly complex project plans. Identifies project resources, selects delivery methods, oversees, and coordinates review and approval of completed work.
- Develops construction cost estimates and budgets. Monitors and controls project expenditures. Monitors work quality and progress.
- Collaborating closely with Facilities Engineering and Facilities Planning to facilitate better project delivery and to provide better project outcomes.
- Responsible for the design, implementation and coordination of complex systems and/or customized construction activities for acute inpatient, outpatient and clinical research facilities.
- Develops criteria and performance specifications required to meet unique operating requirements and building safety codes. Ensures projects comply with regulatory agency requirements.
- Provides guidance, consultation, and innovative recommendations for capital projects and strategies.
- Promotes and integrates energy efficiency and sustainability goals into projects. Develops best practices, leads programs and educational forums to foster awareness.
- Leads inter-disciplinary coordination among groups conveying advanced information and persuading diverse stakeholders.
- May lead, manage or supervise other professionals.

MINIMUM QUALIFICATIONS
  • Bachelor's degree and seven or more years of relevant experience, or equivalent combination of experience, education and training.
  • Proven track record of managing large, complex projects and/or oversight of a portfolio of projects and possess strong project management capabilities.
  • Expert project management skills to effectively manage highly complex, multiphase projects or specialized critical project components within an occupied academic medical center.
  • Expert knowledge of federal, state and local laws, and regulations governing planning, building design and construction, including but not limited to, JCAHO, HCAi/OSHPD, NFPA and CDPH requirements.
  • Expert understanding of industry practices and/or highly specialized discipline such as sustainability, energy, mechanical engineering or infrastructure.
  • Expert financial skills to prepare, monitor and manage detailed project budgets, evaluate cost estimates, and review and approve payment requests.
  • Expert skill in advising and consulting with senior leaders, interdisciplinary stakeholders, design professionals and construction contractors.
  • Expert skill in promoting, advancing and implementing programs within area of expertise.
  • Expert skill in building, maintaining and nurturing strong professional relationships.
  • Advanced Microsoft Office and project manager software skills. Working knowledge of CAD drawing programs and architectural design application programs.
PREFERRED QUALIFICATIONS
  • Substantial experience in a large, complex healthcare organization.
  • Advanced degree in a relevant field of study.
  • Lean Six Sigma Black Belt certification or relevant experience.
  • Certified Health Care Facility Manager (CHFM) credential.
  • Progressive leadership experience.
  • Professional Engineering license.
  • Certified Energy Management credential.
  • License or certificate to practice in one of the following professions: architecture, engineering, urban design, city planning or landscape architecture.
  • Construction or project management certification from a relevant organization.
  • Current UC San Diego Health employee.
SPECIAL CONDITIONS
  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $128,800 - $252,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $61.69 - $120.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
