Overview
USU Extension in Salt Lake County is expanding its Youth Court initiative and is seeking part-time facilitators to support the operations of weekly Youth Court hearings in West Valley and Kearns. The Youth Court program uses a restorative justice-based approach, where referred youth participate in hearings that are run by a panel of their peers. This program provides an alternative justice process for youth who have admitted to engaging in minor offenses, in lieu of going through the formal juvenile court system and having the offense on their record. Through this program, youth court panelists gain valuable leadership skills through trainings and experience leading the hearings. They also serve as mentors for referred youth and determine what actions need to be completed by the referred youth to make amends, take accountability for their actions, and strengthen their ties to school, family, and community.

The role of Youth Court Facilitators involves a variety of responsibilities, including managing eligibility screening and intake processes for referred youth and their parents, providing oversight for court operations, and recruiting and managing the youth panel. Detailed roles and responsibilities are provided below.

Responsibilities
  • Serve as a Youth Court Facilitator in Kearns and/or West Valley
  • Understand the Utah Youth Court Diversion Act, a Utah State Statute governing Utah State Youth Courts
  • Attend monthly Youth Court Task Group meetings (when possible) and provide regular progress reports and updates
  • Schedule referred youth for their court dates and schedule Youth Court Panelists for hearings
  • Oversee the preparation and the execution of Kearns or West Valley Youth Court Hearings
  • Gather and input youth court data and assist with providing quarterly data summaries to referring agencies and task group
    stakeholders
  • Recruit, train, and manage youth court panelist volunteers, advisors, and interns
  • Track and reconcile all Program monies monthly
  • Understand the foundational elements of the Kearns and West Valley Youth Courts and established stakeholder MOUs and adhere
    to these elements and the Youth Court's policies and procedures
  • Research and secure disposition partners
  • Complete all required trainings
  • Maintain privacy and confidentiality of all Youth Court material and adhere to all privacy and data sharing requirements
  • Other duties as assigned


Qualifications
Minimum Qualfications:
  • Experience working with underserved youth
  • High School Graduate or equivalent
  • Ability to comply with background check requirements
  • Experience working with diverse stakeholders and community organizations
  • Strong written and verbal communication skills
  • Commitment to confidentiality, honesty, and ethics
  • Ability to be fair and impartial - treating all equally, fair, and just

Preferred Qualifications:
  • Experience mentoring youth
  • Criminal justice knowledge
  • Ability to speak Spanish

The environment and physical requirements may change depending on the specific function of the work each department performs. Incumbents may be in both indoor and outdoor environments. Indoors, in an office space, event space, or public space are protected from weather conditions, but not necessarily from temperature changes. Incumbents may nearly continuously sit and often use repetitive hand motion (such as typing).

Outdoors, incumbents may not be protected from weather conditions and may be exposed to extreme heat and extreme cold. Additionally, indoor or outdoor work environments may include being confined or in narrow spaces for periods of time. The incumbent may also be exposed to loud noises or vibrations from equipment, and conditions that may affect the respiratory system, such as fumes, odors, dusts, mists, gases, and poor ventilation. Bending, crawling, and crouching may be required. Incumbents may be required to lift, push, and/or pull objects up to 50 pounds and be required to walk and/or stand for long periods of time.
