General Position Description

The Safety & Health Manager (SHM) ensures the maximum safety performance and awareness of everyone associated with the company by overseeing the administration of all safety, health, and environmental policies and procedures established in Conti Federal's Safety, Health, and Environmental Program.

The SHM reports to the Director of Safety and Health and is responsible for the implementation of the companywide safety, health, and environmental programs as well as site-specific safety, health, and environmental plans. The SHM works closely with all levels of management to analyze safety trends and is the lead on facilitating ways to improve safety across the company.

Responsibilities



  • Lead a team of Site Safety and Health Officers (SSHO) working on various projects. Serve to provide onsite project coverage as an Alternate SSHO for SSHOs (e.g., paid time off, etc.).
  • Develop Accident Prevention Plans and Site Safety and Health Plans for new projects and ensure they are implemented and maintained by the SSHOs.
  • Analyze companywide safety trends and works with all levels of management to drive improvement in safety performance.
  • Oversee company compliance with specified safety, health, and environmental requirements, including but not limited to EM385, OSHA, DOT, and EPA.
  • Ensure all safety and health operations and policies comply with the applicable client program, contract, and/or task order requirements.
  • Ensure SSHOs are generating and maintaining all project documentation (i.e., Daily Reports, Field Notes, Audits, AHAs, Mishap Investigations, Weekly Safety Meetings, Deficiency Logs, Safety Data Sheets, etc.) onsite and/or electronically.
  • Ensure the SSHOs collaborate with Project Teams to enforce policies and procedures and address non-compliance among all employees and trade partners.
  • Conducts frequent site visits and attends planning meetings to ensure the safety, health, and environmental program is functioning properly; makes corrections and improvements, as necessary.
  • Ensure SSHOs are effectively coaching the Project Team regarding proper safety behavior.
  • Ensure SSHOs are effectively providing technical support to the Project Teams during the planning and implementation of activities so that all operations will be executed safely.
  • Ensure the project medical surveillance programs are implemented as required (i.e., HAZWOPER physical, respiratory clearance, etc.). Sets up accounts with local occupational physicians for injury management and substance testing.
  • Interface with the company's insurance provider, OSHA, and the client on all job inspections and safety, health, and environmental related issues.
  • Oversee the SSHO coordination with project specific occupational physicians regarding employee injuries, work status, and employee appointments. Ensure the case is documented in detail until the employee is fully released. Manage the case to return employees back to work quickly and in good health.
  • Oversee mishap investigations and recommend/implement corrective actions. Conduct Root Cause Analysis and develop Corrective Action Plans.
  • Deliver EM385, OSHA, DOT, and other required training as needed.
  • Updates the corporate Safety, Health, Environmental, and Standard Operating Procedures (SOP) manuals.
  • Participate in corporate initiatives to advance the organization.
  • Other duties, as assigned.


Qualifications



  • For Security Clearance Requirements - must be a US Citizen.
  • Ten (10) or more years of relevant safety, health, and environmental experience in the industrial, construction, or environmental fields with progressively greater responsibility.
  • Certified by the Board of Certified Safety Professionals as a Construction Health and Safety Technician (CHST) or Occupational Health and Safety Technician (OHST).
  • Certified (or in pursuit of certification) by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP).
  • OSHA 30-Hour Construction Card or USACE EM385-1-1 40-Hour training valid within the past 5 years.
  • OSHA 40-Hour HAZWOPER with current 8-Hour Refresher.
  • Currently certified as a First Aid/CPR Provider or Instructor. Detailed knowledge of EM385, OSHA, DOT, and other safety, health, and environmental standards and regulations.
  • Detailed knowledge of Air Monitoring/Sampling.
  • Has developed and delivered EM385, OSHA, DOT, and other training.

Physical Requirements



  • Must be able to traverse, climb, and inspect all areas of jobsite in all types of weather, including but not limited to confined spaces and work at heights; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling, stretching.
  • Must be able to lift 50 pounds at a time.
