Primary Purpose of Organizational Unit
The Division of Business and Finance supports the instructional, research and public service activities of ECSU by providing sound and prudent leadership in the management of fiscal and physical resources, ensuring regulatory compliance and providing timely delivery of services to faculty, staff, students and other constituents of the university.
Description of Work
This position plays a critical role for the University in supporting the Budget Office in managing the University's State Operating Budget. These duties include, but are not limited to:

  • Assists units with budget implementation and compliance by interpreting statutes and session laws and developing policies to guide assigned Departments and Units.
  • Provides budget analyst support to departments and units, assisting them with successful management of their state appropriated funds, appropriated receipts, F&A budgets, and trust funds, helping them address any questions or special circumstances they need assistance with (budget balances, reports, position control, etc.).
  • Analyzes Expansion Budget requests and associated business cases to develop staff recommendations for prioritization of needs for funding.
  • Analyzes and prepares the Base Budget as part of the biennial budget development process.
  • Monitors budgets throughout the fiscal year, working with Departments and Units to ensure funds are used in alignment with established goals, guidelines, and strategies.
  • Provides team leadership to include mentoring budget analysts, leading complex projects to completion on tight deadlines, and working collaboratively to solve challenging problems.
  • Performs data analysis using complex data sets involving querying, transforming, and creating data visualization dashboards to produce useable information for university leadership.
  • Performs a variety of ad-hoc financial analysis as requested by management, Office of the State Budget and Management, UNC System Office, Legislative requests, or campus leadership.
  • Conducts periodic budget reviews with units to identify risks and develop proactive solutions.
  • Prepares reports for executive management with input; formulate management recommendations and make presentations.
  • Prepares and provides budget training and technical assistance to units across campus.
  • Performs budgeting and forecasting of expenditures and revenues to ensure sufficient cash flow and reserves.
  • This position reports to the Director of Budget in the Budget Office.

Demonstrate strong proficiency in Microsoft Excel, including ability to construct and utilize analytical spreadsheets and the ability to conduct applied financial modeling analysis.
Minimum Training and Experience
Bachelor's degree in business administration, Accounting or related field and a minimum of 5 years related experience; OR master's degree in business administration, Accounting or related field and a minimum of 3 years of related experience
License or Certification Required by Statute or Regulation
