The State Highway Administration's (SHA) Office of Environmental Design (OED) is currently recruiting for a Team Leader- Procurement and Contract Support (Administrator IV) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work:
This position reports directly the Division Chief of the Program Support Division (PSD) and serves as the team leader for the Procurement and Contract Support Team (PCST) which is responsible for general procurement coordination and oversight of the preparation and advertisement of contract documents. This position supervises a team of contract administrators assisting in the management of all OED PSD Architectural & Engineering (A/E) consultant contracts and provides procurement and financial oversight to OED agreements and small procurement contracts. This position supervises the full range of the A/E contract process from advertisement through contract closeout and provides expertise to OED Project Managers. This position coordinates with other SHA offices/districts, consultant firms, and other state agencies or jurisdictions, as needed regarding tasks assigned to OED Open-End A/E Consultant Contracts. This position implements and oversees the advertisement of OED projects from the Plans, Specifications, and Estimate (PS&E) milestone through bid opening and represents OED on SHA's specification clearinghouse. The consultant contracts management duties include oversight of invoice review and processing for OED consultant contracts (and other offices as needed). This position also supervises the management and tracking of expenditures on all contracts and fixed assets for the office.

Qualifications

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.
Selective Qualification: One (1) year of experience in the preparation, review, or submittal of contract and engineering documents.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities). No substitutions are allowed for a selective qualification.

Preferred Qualification:

The ideal candidate should have experience in one or more of the following:

  • Experience with acquisitions and contract management
  • Experience in management or acquisition of professional services for local, state, or federal capital improvement projects
  • Experience in accounting and/or auditing
  • Advanced skill in interpreting contract language
  • Experience independently leading and supporting proposal activities including analysis of solicitations and task proposals and ensuring compliance with contract provisions
  • Excellent written and oral communication skill with a wide range of people at all levels of an organization
  • Excellent ability to focus and concentrate for prolonged periods
  • Extensive level of attention to detail
  • Proficient in various software applications including but not limited to: Adobe Pro; Microsoft Word, Excel, PowerPoint, and Outlook
  • Highly organized and able to manage multiple tasks and projects simultaneously
  • Strong interpersonal skills and able to work effectively with people from diverse backgrounds
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
